Run the Live test and if it's your NAT settings, it should give you a message saying something about how your internet may prevent you from playing with certain players or whatever. This used to happen to me all the time with some people in the OD.

With a strict NAT, you're going to have trouble connecting to anybody.

You need to call your provider and ask them to open your line. Tell them you're a gamer on Xbox and they should take it from there.

More than likely they have a firewall on your connection. Or they can open a port manually for you.
